How they behave
In daylight they look like a pale silicone wristband. After time in a bright room or outside, they glow when the lights drop. Keep them in the light until you need that glow.
Wording is still possible. Personalized glow in the dark wristbands are a normal custom order with glow as the material. Keep the message short so it stays readable on a pale band.
When to choose glow
Glow is worth it at a night event, a disco, a late fixture, or anywhere the lights will go down. If the point is a house colour in daylight, a plain band or a printed band will read more clearly.
You can order both. Some groups take a daylight colour for the daytime sessions and a glow batch for the evening. Those are two styles, so that is two minima of 100, unless the quote can combine them.
